Water & Wastewater Rate Update
The City of Grand Saline would like to let residents and utility customers know about upcoming changes to water and wastewater rates. The new rates will first be reflected in November 2026 utility billing.
The City recently reviewed its water and wastewater rate structure to evaluate the cost of providing these essential services and the long-term needs of our utility systems. As part of that process, the Texas Rural Water Association (TRWA) conducted an independent review of Grand Saline’s current water and wastewater rates and operations.
Based on that review, TRWA provided the City with the minimum rates required to support the continued operation of our water and wastewater systems while allowing the City to begin planning for future maintenance and infrastructure needs.
We understand that no one welcomes an increase in their utility bill. The City Council carefully considered the information and recommendations presented by TRWA and chose to adopt the minimum rates recommended rather than the higher rate options.
The Grand Saline City Council approved the rate changes through Ordinance No. 2026-16 on September 15, 2026. The updated rates have been provided to the City’s utility billing provider and will begin appearing with the November billing cycle.
We appreciate the understanding of our residents and utility customers as we work to keep Grand Saline’s water and wastewater systems dependable today while planning responsibly for the needs of our community in the years ahead.

The Grand Saline City Council was honored to have Pastor Pablo Hernandez of Cristo Mi Refugio Church deliver the invocation at the September meeting. Church Secretary Marybel Rodriguez provided translation.
At the September 15th Grand Saline City Council meeting, Mayor Kathy Smith recognized and expressed gratitude to the members of the Volunteer Fire Department and Public Works Department for their exceptional service during recent fires and heat‑related water‑main breaks.
Fire Chief Jeremy Barker reported that his department responded to 108 fire calls last month and 40 so far this month, all during triple‑digit temperatures. In addition to serving their own district, the department provides mutual aid to neighboring agencies, including assisting ESD 2 during the recent 660‑acre fire near Wills Point.
The extreme heat and ongoing drought have also caused ground shifting throughout the city, resulting in multiple water‑main breaks. Public Works crews have been working extended hours and weekends to repair the damaged lines and restore water service to residents. Due to the high volume of repairs, work orders are being prioritized to address critical needs first, leading to a temporary backlog in service requests.
Thank you to our employees who go above and beyond to keep our city safe and the water flowing. You are awesome!!!
