The CPR Event Tuesday June 30 at the City Pool is a FREE event to teach the skills of hands-only CPR and choking (including the LifeVac Westyn Mandrell Foundation). This is NOT a certification course. Dr. Horwitz does teach three different certifications which all come with a 2-year card: CPR/AED, CPR/AED/FIRST AID, AHA BLS (healthcare providers). If you are interested in a certification class, please text Dr. Horwitz directly at 214-531-7939.
You do not need a certification card to save a life! You need certification if your employer/regulatory body (healthcare, safety manager), the state of Texas (Foster/Adoptive Parents, Childcare workers) requires it.

🚧 BIG THINGS ARE HAPPENING IN GRAND SALINE! 🚧

While most infrastructure improvements happen behind the scenes, we want to share some of the exciting projects currently underway and in development to improve our community's water and wastewater systems.

💧 Wastewater Treatment Plant Improvements (TWDB #73854)
After years of planning and securing funding, major improvements to the wastewater treatment plant are moving forward. Upgrades will include aeration system improvements, pump station rehabilitation, and other critical enhancements designed to improve reliability and efficiency. City leadership continues to push for accelerated timelines to ensure residents see the benefits as quickly as possible. Due to the scope of the work and regulatory requirements, improvements are expected to continue through 2027.

🏗️ $750,000 Wastewater Grant Awarded (TxCDBG)
The City has secured a $750,000 grant through the Texas Department of Agriculture for additional wastewater treatment plant upgrades. Requested improvements include new headworks equipment, drying bed reconstruction, grit chamber improvements, installation of a SCADA monitoring system, and other critical infrastructure enhancements.

🚰 Pursuing Millions in Water Infrastructure Funding
The City is actively pursuing major state funding opportunities to improve Grand Saline's water and wastewater infrastructure. Applications are being submitted through:
✔️ Water Supply & Infrastructure Grants (WSIG) Program
✔️ Drinking Water State Revolving Fund (DWSRF) Program
✔️ Clean Water State Revolving Fund (CWSRF) Program

These funding opportunities could support:
✔️ New water wells
✔️ Water storage improvements
✔️ Water line replacements
✔️ Water loss reduction projects
✔️ Meter and distribution system upgrades
✔️ Wastewater system improvements

Combined applications and funding requests currently exceed $20 million in potential water and wastewater infrastructure investments for our community.

🚜Near $2 Million Sewer Infrastructure Improvement Loan
Construction crews are actively replacing aging sewer lines and manholes throughout the city. Work has already been completed in several areas, with projects near Lakeside Drive, Houston Street, Main Street, Spring Street, Highway 80 West, and the wastewater treatment plant. Although some construction activities and system disturbances can contribute to temporary water discoloration, these improvements are necessary steps toward modernizing critical infrastructure and improving service reliability.

📋 Planning for the Future
The City has also received a grant to assist with long-range strategic planning efforts, including housing, infrastructure, hazard resilience, and future development needs.

Progress doesn't happen overnight, especially when it comes to infrastructure that serves an entire community. However, project by project, grant by grant, and improvement by improvement, Grand Saline is positioning itself for a stronger future.

💧 WATER BILL REMINDER 💧

A friendly reminder that utility bills are due soon!

Per City Ordinance:
• Water Payments are due on the 10th of each month by 4:30 P.M.
• Accounts not paid by that time will receive a $15.00 late fee.

A 10-day grace period prior to disconnect is then provided until the 20th of each month at 4:30 P.M.

To avoid late fees or service interruption, please make sure your payment is received by the due date listed on your bill.

✅ Through the drop box after hours

Six Street Restorations Projects Completed!

The City is excited to share that renovations on six city streets have been completed. Citizens can enjoy fully restored street surfaces at: Degail Street, Lajopeda Street, Caprice Street (Spring to Malibu), Hill Street (west of Waldrip), Wolfe Street (Waldrip to Collier), and the intersection/culvert at Richland Blvd and Glenlain Drive.

Every completed project is another step forward in improving our infrastructure and enhancing our community. There's an old saying, "How do you eat an elephant? One bite at a time!" It reminds us that significant progress is achieved through steady, consistent effort. While there is still much work to be done, progress is happening! These street projects are just one part of a much larger effort, and more improvements are in the works.

As we strive to provide the quality of life our community deserves, we recognize that meaningful progress requires time, planning, and investment. We appreciate your patience and support as we continue moving Grand Saline forward - one project at a time.

🚧 WATER SERVICE INTERRUPTION NOTICE 🚧

The City has identified a water main line break affecting the areas of VZ County Road 1810 and VZ County Road 1815.

Water service in these areas may be temporarily disrupted while crews work to locate and repair the break. City crews are responding and will work as quickly as possible to restore service.

The safety of our patrons will always come first.

Unfortunately, the chemicals required to properly balance and treat the pool today do not allow us to open safely. We know many of you were looking forward to swimming or attending pool parties today, and we sincerely apologize for the inconvenience and disappointment.

The good news is that we expect to reopen tomorrow, Saturday, May 30, with the pool ready for a great day of fun and swimming. We look forward to welcoming everyone back and providing the best possible experience for our community.

The City of Grand Saline Pursues Critical Water Improvements
The City Council and City staff recognize the concerns of our citizens about water issues. Those concerns are not ignored. A lot of work is happening behind the scenes to find solutions, improve the system, and address long-standing water infrastructure needs for our community.
The City is currently working with engineers to pursue a new Texas Water Development Board (TWDB) grant opportunity that could provide up to $5 million for major water improvements, including a new water well, additional water storage, and replacement of aging water lines. This new grant program, created through House Bill 500, is expected to be fast moving, with applications due July 30 and funding decisions expected in September 2026.
The City has also applied for the Drinking Water State Revolving Fund (DWSRF), which is a separate program that helps cities finance water system improvements through low-interest loans and possible grant assistance.
The City remains committed to pursuing every available funding opportunity to strengthen infrastructure, increase reliability, and better serve our community both now and in the future.
